This year we focused on smaller places, between 7,500 and 50,000 in population. (Last year, we looked at small cities with populations between 50,000 and 300,000.) And so, working with data provider OnBoard and consultant Bert Sperling of BestPlaces.net, we set out to find the best towns in America. Here's how...
